In a typical environment, ASE does a good job of distributing processing to engines via a round robin assignment process.
If the distribution between engines is not closely balanced, check to see if a strategy of distributing engine resources is in place (for example, utilizing execution classes and/or task-to-engine affinity) that may be interfering with ASE allocation of System CPU.
