Does TOAD have a "visual view builder" where I could drag the tables onto a canvas then connect the JOIN fields using the mouse and click the fields that are to appear in the view? Is there a visual query builder that has a create view option?

This is possible in Toad. Please follow the steps below:
1. Click the "Query Builder" icon or go to the menu Database | Report | Query Builder
2. Drag your tables into the diagram, select columns to be query
3. In the Generated Query tab, right click and select "Create View". this will bring up the query in the create view window and fill in the GUI.
