Resolution
No UCCS - Analytics must be installed on computer that is in the same forest as the Exchange servers from which you are collecting data.
You can only open the UCCS - Analytics when logged in with a domain account, Trying to open connect to the web UCCS - A website with a local account will result in the error "The application failed to start"
