OneDrive migration fails with there are insufficient privileges to complete the operation

Using On Demand Migration to migrate a user's Microsoft OneDrive, there is an error:

"Error","OneDrive Migration","Insufficient privileges to complete the operation.","Insufficient privileges to complete the operation.","OneDrive Migration Task","AccountName"

There are not enough free licenses on the target tenant.

For the migration to be successful, a single available license is required on the target Microsoft tenant, even if all licenses are currently in use.

Workaround:

Revoke the license from one of the designated accounts and proceed with the migration of the others.
Cycle through the accounts without licenses as necessary until the migration is completed.
Then, reinstate the licenses for all accounts.

MFA is not supported for the Service Account if the OneDrive provisioning is done by ODM. If the OneDrives were provisioned outside of the tool - via PowerShell for example - it might take multiple days for the OneDrive locations to be created, if you are pre-provisioning OneDrive for a large number of users. The same error can be returned by the tool, if the provisioning is not yet completed, in this case give it some time and try again at a later stage with the migration.
