Modify the following keys in the Windows Registry on the MNE migration server:

Make sure you back up the registry before modifying it. RESOLUTION 2:
Unlike traditional versions of Outlook, click-to-run versions of Outlook update themselves automatically by default, outside of Windows Update management.
Currently, as of July, 2019, Outlook 2016 (Version 1902 (Build 11328.20368)) seems to be experiencing this issue. This the latest version of Outlook 2016 on both the "Monthly Channel" and "Semi-Annual Channel".
Downgrading Outlook to version Version 1808 (Build 10730.20360) resolves this issue as of July 25, 2019.
Here are the steps:
1.) Disable automatic updating in Outlook | File | Office Account | Update Options | Disable Updates
2.) Delete all existing Outlook profiles from the Mail Control Panel
3.) Run the following two commands from an Administrative Command Prompt:
a. cd "%programfiles%\Common Files\Microsoft Shared\ClickToRun"
b. officec2rclient.exe /update user updatetoversion=16.0.10730.20360
4.) Reboot
