Public folders have been synced successfully from source to target and a powershell query of the permissions verifies the permissions are correct.
A re-sync of "Only folders permissions, rules, and folder-associated information" does not resolve the issue.
Has Migration manager broken the sync or permissions?
The current RecoverableItemsQuota can be determined with the Exchange powershell command:
Get-MailboxStatistics 'public folder mailbox name' | fl *name*, *item*
The current deleted item size can be determined with the Exchange powershell command:
Get-MailboxStatistics 'public folder mailbox name' | fl *name*, *item*
The RecoverableItemsQuota can be increased with the sample Exchange powershell command:
set-mailbox -identity 'public folder mailbox name' -publicfolder -RecoverableItemsQuota 50GB
