I am a Sys Admin and I installed Toad for users that were not granted power user rights. When they tried to access Toad, the short cut icons were missing.
Go to the C:\Program Files\Quest Software\Toad for Oracle folder and create another short cut by right clicking on Toad.exe and selecting "Create Short Cut."
