Can we link GPO from Parent domain to child domain?
In native Active Directory, a GPO created in the parent root domain cannot be linked to an OU or domain in a child domain.
This is an AD forest-level limitation, not specific to GPOADmin.
GPOADmin follows the same AD rules—so you cannot directly link a GPO created in the parent domain to an OU in the child domain.
In GPOADmin, the supported method is to export the GPO from the parent domain, import it into the child domain, and then link it to the child domain OU. This creates a managed copy of the GPO in the child domain that can be deployed through GPOADmin.
