Foglight Version 5.9.1 includes a number of critical changes which require particular attention, especially regarding the upgrade.
The 5.5.4 Operating System Cartridge is no longer supported, and is incompatible with 5.9.x and has been replaced with the Infrastructure Cartridge. If you wish to upgrade to 5.9.x, you will need to uninstall the OS Cartridge and use Infrastructure Cartridge 5.9.x.
Specifically, three primary functional capabilities (server side data handling, Federation, High Availability) that used legacy JBoss components in versions prior to 5.9.1 have been re-written to improve Foglight Management Server security.

Foglight Agent Manager
