ODMT: error while provisioning and migrating Teams Request failed with Forbidden status code (Forbidden). {"errorCode":"AdminUserLicenseNotPresentForbidden","message":"Admin Login. Teams is disabled in user licenses"} (4251665)

Even though Teams is enabled on Destination Tenant, it throws following error while provisioning and migrating Teams:

Request failed with Forbidden status code (Forbidden). {"errorCode":"AdminUserLicenseNotPresentForbidden","message":"Admin Login. Teams is disabled in user licenses"}

• In the Tenants configuration in ODM, did you consent to SharePoint and Teams migration modules for both the source and target tenants? 
• Do both of the admin users that were used to grant consent in step 1 have Teams licenses in their respective tenants?  
• Has each migration admin account logged into their Office 365 tenant and launched the Teams app in their respective tenant?
