After upgrade from 9.5.2 to 10.0.1 not able to get to the Alarm Actions.

Going to the alarm actions should work if you completely disable the firewall. Make sure there is the exception for TCP 3843 on the firewall, and add an exception for " DiagnosticServer/Agent/bin/SpotlightDiagnosticServer.exe" to there too.
There will be a few errors in the windows security logs for high numbered ports that were being blocked. You may want to add the exception for the SpotlightDiagnosticServer.exe.
