You need to configure VSS tools on the VM that you are trying to backup and Configure VSS Tools option is not avaiable.

Resolution
Configure VSS Tools option is only available for Windows 2008 and newer OS VMs. Configure VSS Tools is not available for any other OS VM's. If you have a need to Configure VSS Tools on a OS that Configure VSS Tools is not supported for please take a look at the following KB about manually configuring the VSS, https://support.quest.com/Search/SolutionDetail.aspx?id=SOL85051.
