Cause
The Spotlight on Messaging service account is not a member of the dbcreator server role on the SQL server that the database is trying to be installed on.

Resolution
Add the Spotlight on Messaging service account to the dbcreator server role on the SQL server that will host the SpotlightManagementFramework Database.
