Unable to restart spotlight Diagnostic Test Engine after disabling SSLV2, SSLv3, TLSv1.0 and TLSv1
Description

Getting error: Windows could not start the spotlight Diagnostics Test Engine service on local computer. Error 1053: The service didn't not respond to the start on control request in a timely fashion. TLSv1.2 has been enabled for both Client and Server as recommended by Microsoft guideline.
Resolution

The test engine service can't start up due to:[DBNETLIB][ConnectionOpen (SECCreateCredentials()).]SSL Security error.
As UC Diagnostics is using SQLOLEDB as provider to connect SQL Server, I tried to upgrade OLE DB provider to the version support TLS 1.2 but still can't fix the problem.
It seems UC Diagnostics does not support this new MSOLEDBSQL provider; therefore, will support only TLS 1.2 enabled, we need to change the code and enhance the product. We have created a TFS (enhancement) item (TFS#783132:Enhancement: Support for only Enable TLS 1.2)
