Resolution
Currently the Diagnostic Console is only available from the MDK thick client. There has been an Enhancement request created for consideration in adding this functionality to a future version of the product.. Enhancement TF00175389.
Quest Software Product Management periodically reviews all open enhancement requests and considers them for inclusion in a future product release. There is no guarantee that a specific enhancement request will be implemented in a future release of Quest's products.
