When opening the Diagnostic Console you see the error:
"The plug-in "" could not be uninstalled. Would you like to remove it from the list of registered plug-ins so that it is not loaded next time the console starts?"
If you click Yes, you then see the below error:

If you click No, the Diagnostic Console opens as expected. If you do click yes, the only way to ever get it open again is to uninstall and reinstall, and then click No to the error.
Perform a clean uninstall/reinstall of Spotlight on Messaging.
1. Uninstall Spotlight on Messaging from Add/Remove programs
2. Open Regedit and navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\ (if 32bit)
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node (if 64bit)
3. Delete the following folders under "Dell" and "Quest Software" in the registry :
Spotlight
Spotlight Management Framework
Spotlight on Messaging
SpotlightOnMessaging
Any Web Report Folder.
4. Open Internet Information Services and Delete the SpotlightOnMessaging
5. Open C:\inetpub\wwwroot and delete SpotlightOnMessging
6. Reinstall Spotlight on Messaging
7. Open the Diagnostic Console.
