You receive the following error when running the external message delivery health test.
Failed to retrieve the message tracking information. Message tracking statistics are not available.
Verify the test configuration and make sure that the user account used for the test execution has sufficient rights to access the tracking logs in the Exchange organization.

Can not access tracking log file on server [Server_Name]
The C$ share on the target Exchange server is used to access the Tracking log information for this test.
Insufficient permissions or access to the C$ share on the target Exchange Server will cause this error.
Please confirm that the account running the External Message Delevery health test has at least read access to the C$ share and is able to access the tracking logs on target Exchange Server.
If you do not have or cannot modify the permissions of the C$ admin share try the following workaround.
In the Spotlight on Messaging console edit your External Message Delivery Health tests, go to the Delivery Settings tab. The three settings under "Organization Exit" right click the condition for each one and disable it (These settings cannot be used with out access to tracking logs). Then under Round trip delivery right click on those and set the delivery time in seconds to greater than and configure the Warning and Error Threshold values, you can also enable the status and details settings.
