Use Predictive Diagnostics - View | Options to schedule the collection of data.

The Bottleneck collector gathers information on waiting events ("bottlenecks") that may in the future affect database throughput and response time.

Note: The Bottleneck Collector alarm indicates only when the data collection for bottlenecks is disabled (set to zero). It does not indicate whether the Oracle job used to collect bottleneck data is broken.
