During the Group Policy Restore wizard you may be prompted for credentials even though the currently logged in user account has the appropriate permissions.
Within the unpacked backup folder (by default C:\Documents and Settings\All Users\Application Data\Quest Software\RMAD\Unpacked) the appropriate policy folder and the files within may be set to Read-only.
WORKAROUND:
1. Navigate to the folder in the unpacked location which corresponds to the GPO that needs to be restored. The GUID value of the GPO can be found during the Group Policy Restore Wizard on the Group Policy Object Selection step.
For Example: C:\Documents and Settings\All Users\Application Data\Quest Software\RMAD\Unpacked\RM-2B3.tmp\Sys Vol\domain\Policies\{A3E2B9A1-A7B6-4BE3-B747-FA4C766C21D0}\
2. Right click on the GUID folder of the GPO, go to properties and then uncheck Read-only
3. Click apply, chose "Apply changes to this folder, subfolders and files" and then click OK
If this issue persists then the read-only attribute may need to be removed from the GPO GUID folder on the Domain Controller (For example: C:\Windows\SYSVOL\domain\Policies\{A3E2B9A1-A7B6-4BE3-B747-FA4C766C21D0}). If this attribute is set on the folders and files within the GPO folder on the DC then these attributes will be retained in the backup and it will cause the GPO restore to fail. This issue may be resolved in a future release of the product.
