Need to create a web shortcut using the Internet Explorer executable.

Create a shortcut element and click Edit.
Give it a name.
Specify the location where the shortcut will be created.
In the Action field select "Create Shortcut".
Select Overwrite to overwrite an existing shortcut if it exists in the same location with the same name. Clearing the check box will not overwrite the shortcut if it exists.
Configure the Target field as follows: C:\Program Files\Internet Explorer\iexplore.exe
Configure theTarget Arguments field with the URL, e.g: http://www.google.com
"Start in" field does not have to be configure.
"Icon file" can be specify if it is accessible via network connection.
