URLs setup in Service Desk | Configuration | User Console Home Page Links, when trying to input a URL that is too long and has more than 100 characters it will cut the URL until it reach the 100 characters.
To verify the length of the URL by using an Excel sheet use the following function “=LEN(text)”, this will display the number of characters used on the cell display.
Workaround
It is possible to use services like TinyURL to help out on shortening the URL and be able to attach any useful link on the description.
