The Outlook secure temp folder is missing.

To find the path to the Outlook secure temp folder check in the registry for the path that Outlook is set to use, depending on the version installed:
Outlook 2007 HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Security
Outlook 2010 HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Outlook\Security
Outlook 2013 HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook\Security
Outlook 2016 HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Security
The key "OutlookSecureTempFolder" will have the path to the folder. Check that this folder exists and if not create it and try to open an archived email with an attachment.
