A Microsoft article was found that has the same workaround as provided below,
adding list and read to the computer account.
In the case of the article it is regarding the installation of Microsoft Bitlocker Administration and Monitoring, which is not related to the error reported in this Quest Knowledge Base Article, however on that install the computer account attempts to access the local users / groups as itself and encounters the same error.
The workaround provided by Microsoft here is the same,
add list and read to the computer account down to the User container in AD so that it can query / verify local users and groups.

If issue persist, try doing the same in the OU in which your AD account exists.
