Secure Copy error: The server is unwilling to process the request (4317714)

While attempting to migrate local users to Active Directory the following error is posted to the log file and/or the error pane of the progress dialog screen:

Monday:12:05:59:881 **Error: migtest --- The server is unwilling to process the request.

Unless otherwise specified under the Migrate Local Groups options menu, Secure Copy creates user accounts with a blank password during migration. If password complexity and/or minimum password length is enabled in the Default Domain Controller Policy, the domain controller will be unwilling to process the request to create the account.

To resolve the problem, perform one of the following two options and then run the copy job again:

1. Specify a password to be used when Secure Copy creates the account. (This is done under the Migrate Local Groups options menu.)

    

2. Configure the Default Domain Controller Policy to allow blank passwords and disable and the requirement of complex passwords.
