The Exchange Store Manager Service is not logging in to accounts on the secondary domain Error: "The information store could not be opened" (4258394)

ESM is throwing the following error on all mailboxes in the secondary domain:

NETBIOS resolution is not operational between the Archive Manager Server and the target domain. The error also occurs if the password for user account is expired.

RESOLUTION 1:

Enable NETBIOS name resolution between the two domains.

RESOLUTION 2:

Change the password for the user account in Active Directory.
