After a reboot, the Archive Manager services do not start automatically.
In the Event log, there are errors like:

System.Data.SqlClient.SqlException (0x80131904): Cannot open database "ArchiveManager" requested by the login. The login failed.
This is generally caused when the Archive Manager server is also the SQL server.
When the server is rebooted, The Archive Manager services try to start before the SQL service
This is normal behaviour. As soon as the SQL service is running it will also be possible to start the Archive Manager services.
To avoid the issue in the future, you can follow this microsoft article to set dependencies so that the Archive Manager services wait for the SQL service to start before attempting to start themselves.
