No Ability to Reserve License to a Group Despite Having Available Licenses (4042941)

When a License Portal user tries to reserve licenses for the sub-group, process fails with the following message:

"There is not enough of license pool in parent group"

However not all licenses of this organization are consumed.

All the available licenses are already reserved by other sub-groups in the organization:

1. Open sub-group where licenses are reserved but not all consumed and decrease amount of reserved licenses or change option to "From parent":
