Resolution
On the SQL server that has the vranger database, Go to cmd and type
sqlcmd -S localhost\vRangerPro -d vRangerPro -Q "DELETE FROM License"
sqlcmd -S localhost\vRangerPro -d vRangerPro -Q "DELETE FROM LicenseFeatureHost"sqlcmd -S localhost\vRangerPro -d vRangerPro -Q "DELETE FROM LicenseFile"and then re import the license file
