You're running Rapid Recovery core and the OS supports TLS 1.1, 1.2 which are not explicitly disabled.
You're getting a message that the core cannot connect to the license portal.
Error in the AppRecovery log: "Could not establish trust relationship for the SSL/TLS secure channel with authority 'services.licenseportal.com'. (0x80131501) ---> System.Net.WebException depth 1: The underlying connection was closed: Could not establish trust relationship for the SSL/TLS secure channel. (0x80131509) ---> System.Security.Authentication.AuthenticationException depth 2: The remote certificate is invalid according to the validation procedure. (0x80131501)"
When you open licenseportal.com you receive a certificate error.
To resolve the issue:
1. Browse to https://www.digicert.com/digicert-root-certificates.htm
2. Download DigiCert Global Root CA to the core server.
3. Install downloaded certificate to Trusted Root Certification Authorities to the Local Computer container.
4. Try forcing contact with the license portal.
