To resolve the issue please perform the following steps:
1. Stop all Core services on the target Core
2. open regedit and navigate to HKLM\Software\Apprecovery\Core\
3. export CoreID key to the file to make a backup and then delete the whole key
4. Start the Core service back and make sure that Id value in the registry is different from the one in backed up .REG file
5. Setup replication link again from the source Core
