To resolve the issue please perform the following steps:
- access Domain Controller, Active Directory Users and Computers (ADUC)
- find the account and make sure that it's not locked out. Unlock if needed
- on the Core server, stop the Core service gracefully
- open regedit and navigate to HKLM\Software\AppRecovery\Core\Repositories
- there should be repository (or repositories) ID keys
- expanding each ID (if more than one) and drilling down, please locate one which is corresponding to the one that is failing to open
- export the repository ID branch to the file and delete the ID itself
- start the Core service
- open Core console, More (...), Repositories
- click on Open existing DVM repository and point it to the proper path of the repository
- wait until repository opens and mounts properly
