You can create a ticket rule to temporary move a category to another category.
Once all the category is cleared, the trash icon will appear.
Here is a sample of a ticket rule you can use:
On Schedule, you can set when to run the ticket rule. If you would like to run it immediately, click on Run Now. Once the ticket rule has taken affect, disable the ticket rule.
Once the ticket rule is completed, the trash icon will appear and you can now delete the category.
