The weblogic agents are not running (they're not implemented) and the Server state rule keeps triggering even though the trigger is set to "Data Driven".
Server state rule is data driven which is based on a derived metric called availability which is time driven (every 1 min).
So indirectly server state rule will always fire
The time driven metric will mean we will have data every min. Lack of data or in otherwords topology not updated will be considered as no data coming in == server must be down. Because state data comes in every 30 secs. (default collection interval). We have an additional check to verify the agentStatus and if that is also shutdown, we presume the server is down.
Delete the unwanted topologies to supress the alarms
