Cartridge Inventory dashboard - "Install Cartridge" button is missing. Agent Hosts dashboard - not showing that any of my running Fglam's have checked in (no hosts listed).

Cause
Foglight license (temporary or permanent) is not installed.

Resolution
Admin Console | Administration | Setup & Support | Manage Licenses | browse for and Install License
The license can be temporary (non-expired) or permanent - regardless, Foglight 5 needs a license to perform operations like "Install Cartridge" and for fglam hosts to check in and appear in the FMS.
