Require alert for FglAm "rogue restart on downstream host" -
Description
If a fglam clone is performed without changing the installation ID, the adapter detects the incoming connections as rogue restarts.
This creates overhead on the server as resources are unregistered and re-registered continuously for the clones.
An Alarm would be able to alert the administrator of this condition and prompt an investigation.
