No WindowsAgent metrics because "DCOM got error The service cannot be started" (4295527)

The WindowsAgent from the Foglight instructure cartridge is not monitoring OS metrics including CPU, Memory, and Disk metrics.

A WBEMTEST connection to the host fails and the following message appears in the Event Viewer on the Agent Manager server.

DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. ""from the computer MONITOREDHOST when attempting to activate the server:
