Clicking Alarm Filter throws "No data is available to filter" even if there were historical alarms
Description
Clicking Alarm Filter under Services or Host dashboards throws "No data is available to filter" even if there were historical alarms. However, if that same host had a cleared alarm within the hour, the filter will work. The filter should work regardless since it has historical alarms. Also, the "Created Time" inside the "Alarm Filter Applied" popup does not work.
