Cause
performasure.vbs can not be created in the path specified in java.io.tmpdir ($CATALINA_HOME/temp). -
Resolution
WORKAROUND:
Manually create the path specified in java.io.tmpdir ($CATALINA_HOME/temp) and restart the Tomcat server.
