The reason why it could be duplicate vmID is because of a cloning, like a template cloning.
This is a known defect request in Foglight referenced by Tracking ID VM-3312.
Defect ID VM-3312 is fixed on Foglight for Virtualization Enterprise 8.4. In VMware cartridge 5.7.0

Alternate Workaround:
1. Navigate to Administration │ Tooling │ Script Console │ Script │ Add and then run the attached script "FindHostWithDupvmId Improved"
2. Go to Administration | Management Server | Servers | Object Cleanup
Note: Foglight vmID is the equivalent of vc.uuid in VMware
Foglight VMUUID is the equivalent of uuid.bios.
In order to see the different Ids for a Virtual Machine, you can go to Administration │ Tooling │ Script Console
