The Utilities | Compare Files is not working when doing a suppress recursion for files compare. This used to work before but now checking or unchecking the option to suppress recursion in the File Compare Rule does not seem to make any different.
Please exit Toad and rename the file in the Toad directory User Files | FILECOMPARE.INI to FILECOMPARE.INI.old. Then start up Toad again.
