During Oracle R12.2 test connection it fails with error WebLogic server is not Running even if the instance is up and running.

Causa
Invalid filesystem pointer for the APPS_TOP in stat.conf -
Resolución
Because R12.2 features a Weblogic Server that replaces the OC4J Application server used in previous Oracle EBusiness versions. One instance of the Weblogic Server is installed on the Admin serverIn stat.conf the APPS_TOP has to point to Run Edition fileserver.
