"verify whether both administrative accounts are granted Global Administrator role and have valid / try to provision or migrate Teams site error message "Prerequisites were not satisfied" (4239767)

When trying to provision or migrate Teams site error message "Prerequisites were not satisfied" and task fails immediately.  

In the On Demand Migration (ODM) Teams UI dashboard, in the 'welcome' section, the "Check License" at the top is grey. 'Grant Consents' is green. 'Migrate Accounts' is green   

And when running Teams Discovery get error "verify whether both administrative accounts are granted Global Administrator role and have valid Teams license"

The administrative accounts for both tenants are Global Admins. And the account logged into the ODM web UI does have a Teams license,
