Description
When trying to provision or migrate Teams site error message "Prerequisites were not satisfied" and task fails immediately.
In the On Demand Migration (ODM) Teams UI dashboard, in the 'welcome' section, the "Check License" at the top is grey. 'Grant Consents' is green. 'Migrate Accounts' is green
And when running Teams Discovery get error "verify whether both administrative accounts are granted Global Administrator role and have valid Teams license"
The administrative accounts for both tenants are Global Admins. And the account logged into the ODM web UI does have a Teams license, -
Cause
One possible reason can be that the user account who had been logged into the ODM UI to grant consents to the source and target tenants does not have an MS Teams license.The user account who did have a Teams license is from a different user account, who also does access the ODM UI, but not the account that granted consents to the tenants. -
Resolution
Add a MS Teams license to the user account that actually logged into ODM UI and had granted consents to the tenant accounts.
Note: It's not enough to for that account to have an E3 license, for example. On the MS license page, under 'Applications', the actual 'Microsoft Teams' checkbox must be checked.
