Unable to create service Quest.Reporter.Core.Server.StartupManagement.StartupManager - The service endpoint failed to listen on the URI 'net.tcp://localhost:7738/Quest.Reporter.Core.Server.Host/NotificationManager/' because access was denied. Verify that the current user is granted access in the appropriate allowAccounts section of SMSvcHost.exe.config.
This error can happen when launching Enterprise Reporter after a new installation or migrating ER to a new server
