A user that is a member of the Reporting Admins group gets the following error when trying to login to the Report Manager:
"The reporter database cannot be reached. If you are unable to reconnect to the Reporter server, or if you continue to see this error, contact your Reporter Administrator"
If the issue persists after resetting the security, try granting the user (or group) DB Owner rights to the ER database.
