After replacing the owner of the backup folder and all subfolders with the correct account used by Commvault or Media server, the storage freed up drastically. So it appears that was the root cause. Unfortunately, the Commvault GUI wasn't giving any indication that the aging process was actually failing due to ownership issues on the share, So until the Commvault logs were reviewed on the back end, we couldn't see what was wrong.
Ensure appropriate owner and permissions are on the folders and subfolders
