It is possible to perform DBMS_Output in Toad Data Point's editor. Ensure the button called "Poll DBMS Output for lines" is indented in or pushed (even though it looks grayed out) to enable this feature. When executing PL/SQL with DBMS_Output.put_line, it will be displayed in the "Messages" tab.
