Power BI Migration: BadRequest Error on Some Reports/Semantic Models (4378800)

A customer migrating Power BI workspaces encountered an issue where only some reports and semantic models migrated successfully, while others failed with the error:

Operation returned an invalid status code 'BadRequest'

The issue stems from the "Large semantic model storage format" being enabled for some of the semantic models in the Power BI workspace. When this setting is enabled:

• The semantic model cannot be downloaded as a .pbix file from the Power BI service.

• Migration via PowerShell or ODM fails, returning a "BadRequest" error.
  
  

When trying to export or migrate a semantic model with large storage enabled, both PowerShell’s Export-PowerBIReport cmdlet and ODM fail to process the model due to these inherent limitations.

To resolve the issue and enable successful migration of Power BI semantic models and reports:

1. Disable Large Semantic Model Storage Format
