This is a known limitation. DUA, running in the user's context, cannot reset Microsoft 365 license, that was deployed by tenant.

Alternative Option by changing registry key ( please check with Microsoft before proceeding on the supportability if changing the registry key, Quest Does not provide any support to registry changes of Microsoft products)
1) Navigate to the registry location below
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\ClickToRun\Configuration |
2) Check the value below if it is 1 = shared enabled, set to 0 to disable
