Create a custom alert:
Launch the Active Administrator Console and expand "Auditing & Alerting | Alerts".
Click the "New" button on the toolbar and click "Next".
Type in an alert name such as "Accounts locked out except Administrator" and click "Next".
Add an email address to send the notifications to and click "Next".
In the Filter Event Definitions field, select "User account locked out" and click "Next".
In the Alert Filters, select "Add".
Change the Condition Operator to "Does not contain"
Within the "Condition Text" field, type Administrator and click "OK"
Click "Next" through the rest of the options and click "Finish".
